The water level in Wuhan has exceeded 25 meters, the No. 1 flood of the Yangtze River has formed, and the discharge of the Three Gorges Reservoir needs to be reduced.

At 5:00 on July 13, the water level of Jiujiang Station in Jiangxi Province, the main stream of the Yangtze River, exceeded 20.00 meters, reaching a warning level, marking the formation of the No. 1 flood in the middle and lower reaches of the Yangtze River this year.



Influenced by continuous heavy rainfall, the main tributaries of Dongting Lake and Poyang Lake in the middle reaches of the Yangtze River are flooded to varying degrees. At 8 o'clock on the 13th, the inflow of Dongting Lake was 286,600 cubic meters per second, an increase of 500 cubic meters per second from 8 o'clock on the 12th, and that of Poyang Lake was 247,000 cubic meters per second. The water level of the main stream of the middle and lower reaches of the Yangtze River rose rapidly due to the increase of incoming water. At 15:00 on the 13th, the water level of Wuhan Pass of the Yangtze River reached 25.57 meters, exceeding 0.57 meters of fortification, up 0.53 meters from 8:00 on the 12th. At 5:00 on the 13th, the water level of Jiujiang Station on the main stream of the Yangtze River reached the warning level of 20.00 meters and rose to 20.10 meters at 15:00, meeting the flood number standard of the "National Main River Flood Numbering Regulations". The "No. 1 Flood of the Yangtze River in 2019" was formed in the middle and lower reaches of the Yangtze River.



In order to alleviate the flood control pressure in the middle and lower reaches of the Yangtze River, the Yangtze River Water Conservancy Commission issued a dispatching order requiring the Three Gorges Reservoir to gradually reduce the discharge from the reservoir from 14:00 on the 12th and to control it at an average of 17,000 cubic meters per second per day on the 13th.


According to meteorological and hydrological forecast, the water level of the main stream of the Yangtze River in Hubei Province will continue to rise. Facing the severe flood situation, the Provincial Water Resources Department requires the relevant departments of the municipalities to further strengthen monitoring, forecasting and early warning, dyke inspection and defense, scientific dispatching of water conservancy projects and technical support for emergency rescue to ensure the safety of flood season.

At 0959 hours on the 10th, a burst occurred in Caojiahu section of Changjiang Town, Hengshan County, Hunan Province, with a width of about 15 meters. According to preliminary statistics, the flooding caused flooding in 9 groups of 1640 mu in Xinyuan and Shengli villages of Changjiang Town, and more than 200 families were affected.

Rescue vehicles are going round and round, and emergency operations are being carried out intensely. Militias drive stormboats to and fro to transfer personnel and materials. Medical teams are stationed at villagers'homes to provide emergency medical services.


After the dangerous situation of overtopping, the local Party Committee and government promoted the emergency treatment of overtopping, evacuated and rescued the affected people, and did a good job of resettlement. Many rescue teams were organized at the county and village levels to transfer people from house to house in kayaks and evacuate to centralized settlements.


As of 15:27 on October 10, the water level in Hengshan section of the Xiangjiang River had reached 54.11 meters and exceeded the warning level by 5.11 meters.


The water level of rivers and lakes in Jiangxi has been rising continuously. At 16:00 on the 10th, the water level of Xingzi Station, the landmark hydrological station of Poyang Lake, rose to 19.07 meters and exceeded the warning level by 0.07 meters, and continued to rise.


Fan Fan, a reporter from Jiangxi Province, learned that heavy rains started on June 6 caused 46 stations of 29 rivers in Jiangxi Province to overwarn floods, which caused 2875,000 people in 59 counties (cities and districts) of 9 districts, such as Fuzhou, Ji'an and Pingxiang. 326,000 people were relocated and resettled in an emergency way, and 210,000 people needed emergency living assistance. Crops affected 181.8 thousand hectares and 942 houses collapsed.



Rainfall in northern and central Guangxi has increased significantly since June 6. Heavy rains have occurred in some counties (districts) of northern and central Guangxi, and local rainstorms have occurred.


Reporter Lei Jiaxing learned from the Emergency Management Office of Guangxi Zhuang Autonomous Region that 49 counties (cities and districts) in 9 cities, including Nanning, Liuzhou, Guilin, Wuzhou, Guigang, Baise, Hechi, Guests and Chongzuo, suffered from floods, resulting in 360,330 people affected. One person was missing due to the disaster, 9466 people were displaced and 1,782 people needed emergency life assistance. 299 people need transitional assistance. 768 collapsed houses.



Reporter Wang Cheng learned from the Fujian Provincial Defense Index that from 6:00 to 17:00 on the 10th, the rainfall in Fujian Province exceeded 50 mm in 16 counties and 32 townships, of which Ningyang Village Station, Wuping County, Longyan City, had the largest rainfall of 105.3 mm. After several consecutive days of heavy rainfall, the rainfall in Nanping area has weakened, but the four hydrological stations in Nanping City, Jianyang Shuiji, Jianyou Qili Street, Yanfumen, Zhangping Maiyuan, are still beyond the alert.
